Shes my best friend and im in love with her. Right now shes dating a guy who has issues with affection, and she has issues with this. Ive noticed that when shes really frustrated with him or feeling neglected she starts bugging me to hang out and being very close with me. If they were to break up (not planning to do anything of the sort) could her habit of running to me change to genuine feelings or am I just a hopeless looser who fell fo er his best friend?

Seriously, though, nothing you wrote gives any indication that she's interested in you romantically.
She runs to hang out with you because you are best friends.

I won't comment on if you're a loser or not. But you are firmly in the friend zone unless you do something to be more.
You give her the attention that she seeks. That's it. You are an emotional crutch to her at this point. Can her feelings change in the future? Possibly. Who knows. But I wouldn't count on it happening. Don't rely on it happening. I would look for other potential romantic interests.
