No and also it depends on how aggressive she is..
No, call the guy....and if you like him more than a friend.........show signs or tell him...
I'm having the opposite problem right now.....can't tell if the girl likes me more than a friend or not cause she isn't showing enough interest.
no harm as long as you dont go overboard with him. Calling him up is "A okay".
It's the freaken 20th century, of course you can. But know this, do it sometime soon. Word of warning, dont be that girl that calls two to three weeks later expecting that the guy has photographic memory. Oh and by the way make it seem casual, cup of coffee, walk in the park, no fancy italian restaraunts. Good luck!!
The only guy I ever "scared" off by calling was the guy who wasn't interested in me in the first place. And I've called a lot of guys...

As for me, it has the opposite effect. If the girl calls me, I figure she is a thinking person who knows what she wants, and doesn't sit passively and wait for it. That's a turn-on.
I dont care if you're a guy or a girl. Or if the caller is a guy or a girl. The bottom line is, if you both like eachother, who cares? If anyone tells you that you failed because you called too soon, then there is a hidden truth somewhere.
