If i'm reading this right and hes a male friend of yours, assuming he's single:
I like teasing you: he's just flirting with you (keep in mind that he could be just a flirty/playful type of guy with everyone or he really wants you)
Are you jealous of me seeing other girls: He's trying to see if you like him sexually/want to potentially be with him. OR he's just after an ego stroke from you.

There are several kinds of teasing, one of which is verbal. This means he is comfortable with you and you two have a similar sense of humor. But don't assume, just from this, that he wants to date you. You need to look at other things he does.

Now when I see THIS I think he wants to date you and see other girls. He's just being honest about wanting to see other girls.
