My Partner thinks on following line:
"Partner is not supposed to touch sex organs frequently/randomly. There should be a strict process for sexual relationship; even touching should not be allowed beyond allowed time period. Frequency of sexual relation should be defined weekly, monthly or yearly. A fixed time period will be given to partner for sexual activity."

why are you with this person?
Sex should always be a focus for a couple.
From the time you wake up, to the time you go to bed.
It should be sporadic, fun, and intimate.
You might as well predetermine when you may smile or have fun if you're going to view sex in that manner.

Touching that ONLY leads to sex is a common complaint for many couples. I'm assuming you are a guy?
I would try to be loving & touch intimately (but not sexually) for a period of time & see if it leads to her initiating sex. Say a month, if you can stand it.
If nothing gets better, then you two aren't compatible & you should move on.
