When you are in a group of friends, and one person always tries to mooch, how can you not let them without being completely rude?
If you absolutely have to deal with them in situations with money. This guy does not ask before he orders, he just orders and then looks around for someone to pay for him.
Just Ask him what he had and then to pay for it. What's he gonna do? Say no? Tell him you'll take him to a homeless shelter next time if he doesn't pay up.
When I'm with a group of friends everyone usually intends to give more than less, no one wants to come off as a bum.

Well, one way of taking care of it would be to just all leave the establisment while he's in the washroom, after telling the waitress he's paying the bill.

Have some IOU forms printed up ahead of time. Whip out the pad, fill in his name, date, and amount... then hand it over for him to sign.
Tell him you are running tight on cash, and ask him if he has money to cover his bill before he orders.
Just call him out on it. Someone has to put his/her foot down, so when he orders, just say "I ain't gonna cover that" out loud.
I agree, you should call him out on it. I wouldn't worry about being rude when he's been even ruder all this time for never paying his share.
Just turn to him when the check comes and say, "You know so-and-so, I've noticed you that never seem to pay. How about this time you pick up the whole check?"
I have been calling him out on it more. He offered to throw me some money for gas and the ganj that I spotted him the other day. I accepted right away. He couldn't that day because "his wallet was in a different state" so we will see if he does.
Demand oral sex as compensation.
Or just invite Zarathu to come with. They can wallow together with their hoover flags hanging out, empty as their scrotums.
If he ordered and then stopped to look around for money I'd just say "Oh you go ahead, I'll place my own order."

I agree with Blue. Let him pay for his own. Say you don't know what you want, then head to the bathroom/bar & get your own. A couple times of that should do it.
Women get mooched from more often than men, btw. So, you could also bring along a male friend who will pay for you (give him $20 ahead of time if its not a date). See how your 'friend' reacts. Chances are, the other guy will tell him to cough up.
The other thing you can do is just tell him he mooches from you too much & you aren't paying his way anymore, sorry. Assertive but fair.
