why are people so shY??

Why are people so shy?? especially in sweden the girls are so shy and i dont like it because it takes so long time to be friends with them and when it takes so long time you kinda loose your interest. When I go to other countries the girls are different. When i was at the beach in italy a really good looking girl approached me and told me that i was hot. this never happens in sweden or at least at the town i live in why?
