A decent guy will, yes. Doesn't mean he can't be friends with them, but a good guy will always make those boundaries clear if he really cares about the person he's with.
If he didn't, I'd really question that behaviour.
I talk from experience - my ex husband had tons of girls crushing on him, and he was never very clear with any of those girls what his actual relationship status was. I know, because I'd meet a few of them and they'd think I was his 'roommate'. Jerk.

He might not even think he's giving cues or notice you're into him. Guys can be remarkably dense about this stuff. They don't necessarily mean to lead people on (unless we're talking about a total chode like Bluesummer's ex).
He might just be one of those Golden Retriever type of guys and it means nothing.
Or he's an asshole. Either way, leave him alone.

I agree with Giga that there are those guys that are too dense to realize what's going on. They're usually harmless, but can cause a problem without realizing what they've done.
A guy who deliberately gives encouragement to a girl who he knows is into him falls into one of these categories:
1) If he's single and he's interested as well, then he is looking for a girlfriend (decent);
2) If he's attached but he's interested, then he is looking to cheat (not decent);
3) If he's not interested (attached or not), then he is looking for an ego cookie at the expense of the girl's feelings (not decent).
The guy you are talking about seems to fall into category 3.

Having said that, I question what you consider "encouragement." People who are infatuated can often take the slightest and most innocent thing as "encouragement."
