Well, I have yet been able to go down on my girlfriend.

A lot of girls are like this. I personally think, it's a slight form of insecurity. Even though she can be the cleanest person down there, sometimes they just won't end up liking it, if they arent completely secure about themselves.

If she's not opposed to it you could suggest doing it and see what she says.
