What does she want?
Ok, I need some help reading this girl. Cuz honestly, it's too mixed for me. So this girl I've known forever (best friends), and that I've liked for almost as long as more than a friend, sent me a picture of her in her slutty army costume and said "you like? ;)" Of course I liked haha. But anyways, she said something about being done with boys, and then that she might as well marry me cuz she's always loved me and she's always known me and I've never hurt her. And then she says she'll come to my college over halloween in her costume since I liked it so much. Now is she in to me? Is she just vulnerable? Or is she just being overly friendly?

maybe, most likely, and no.
i don't think that she would be so abrupt and direct like that if she was into you and was serious about trying things out with you. sounds to me like she is probably feeling lonely/vulnerable and wants some attention, attention she knows you'll give her because you've always had a thing for her. and trust me, a girl knows if a guy is into her whether he says it outright or not. i don't think there is such a thing of being overly friendly without having some kind of intentions behind it. her intentions are to get some attention and assurance that she is attractive/wanted.
i'd say don't let her come. it'll ruin your friendship and make things really awkward. you don't want to become her bitch in this relationship. she'll consider you her pick-me-up doll and use you for her own satisfaction. from the few words you said in your post, i'm picking up a major red flag from this girl. i wouldn't trust her intentions. you can be her friend, but don't give in to any of her sexual innuendos/hints. if she was really into you, she wouldn't start things off by acting like a slut.

Interesting . . .this seems to be a 'more than friends' sitaution
