Just any random girl? Well forgive me for sounding shallow but guys are usually attracted to physical attributes first rather than anything else. If you're charismatic, though. Don't be afraid to just get out there and say hi. That's all it takes sometimes.
if it's a random person they won't know you for your personality, so try to dress up and look pretty! that usually attracts guy's eyes :) also being confident helps, confidence shines through and guys like girls who are confident with themselves
Be yourself... Look good, and smile all the time when they look at you or your direction... that will make an impression...
funny tip: when you pass by them, try tripping (lol) so they'll be able to catch you or help you get up then say thanks and start conversing (works with me) ; )

Yes, you can try tripping yourself on us guys.
Or at a grocery store, just ask the guy to help you reach for something. Or when in line, compliment on his clothes and not what he is buying.
At the gym, just ask him if you can work in some sets on the machine he is using. This usually works on me at the gym.

The initial attraction is mostly about the looks.You'll get guys attention easier if you show that you are interested in them. Smiling is always good.
If they don't come to you, you just have to go to them.
Smiling while making eye contact with the guy is a good indication that your interested and hopefully its reciprocated. If it is don't be affraid to approach, I was before but every time you do it, it gets easier.
I've picked up purses/coats off the floor for women, whether I'm interested in them or not and that usually gets at least a short conversation going.
