Ask him. He sounds like a chicken but likes you. The unsure of the plans thing I can see because I'm like that. I will only plan a few things in advance then the rest I'm pretty spontaneous about. esp if I know I'll be with my friends. If I'm with them I can't even say what state I'll be in that night let alone what I will be doing when I hang with them.

Just ask him in your own words if he would like to take things more seriously. really use your own words because that line well sucks. Going after what you want always feels better then waiting to get what you want.
