Does he like someone else?

Hey, as said in my earlier post, I like this guy. I met him on a marine camp last month and there's another meeting next week. I know I like him a lot, and I see him looking at me sometimes along with other signs he might like me back (he makes me laugh on purpose etc etc hehe), but he gave up his seat on the boat for this other girl. He also laughs with her and talks with her more. It seems to me he's more comfortable with her, even though I catch him looking at me and once we sat on the dock together just as the sun was going down. We didn't say anything but we sat there for ages until we had to go to dinner. So therefore I'm just not sure if he likes me just as a friend and that he likes this other girl more or if he likes me and he's just like that with all girls. I'm really confused and I think I just need some advice from the outside, please please please :) :P Oh if it helps, we're both fourteen. :) Thanks!!!!
