My girlfriend said this to me recently after I told her I love her and she couldn't say it back. As far as I know she's treated me great, so I've simply reciprocated. Why would she say this? She's a kind, honest individual, and not all that insecure (a few things about her body, and she's extremely pessimistic about relationships, but that's it), so I don't get it.

She is highly insecure and thinks you're better than her. She maybe thinks she doesn't have what it takes to make you happy. It would be easier for her to love someone who she deems is more of her level, whatever that is. I know some girls who only date trash because they think they are trash, and cannot maintain a relationship with a good, respectable man just because they lack so much self confidence (worst part is most of them are very pretty).
This may or may not be the problem with your girlfriend.
Well if you do love her and are ready to deal with her issues, go ahead and reassure her. This will either make her feel better or worse, will make her love you or not, but at least you are giving it a try.
Otherwise, you know you don't have to deal with the negativity.

I think this is a bad sign. She doesn't think that she is good enough for you, so she isn't even going to try to make things work.
Maybe you HAVE treated her better than she deserves. She should know.
