I just curious and going to meet girls in the summer.
Is after couple times hanging out with a girl enough to ask her out?
Is asking a girl out means that we become girlfriend and boyfriend unofficially? because my dad told me this.

NO! going out on dates means you like them and want to test them out to see if they are GF material.....kinda like a job interview. If all the boxes are ticked off on what you are looking for, then you ask them to be exclusive.
Just because you ask someone out on a date doesn't obligate you to be committed to them. You can go out on dates with others as long as you are not "seeing" someone more seriously. You can ask a girl for each day of the week if you so desire.
Smackie is correct: you can ask a girl out on a date even after 2 minutes of conversation. However, I don't agree with dating more people at the same time: for some cultures it's normal, for others (like mine) only jerks date multiple persons at a time. You should make sure it's an OK thing to do in your culture, before you do it and find yourself not taken seriously.
Dating one person at a time doesn't mean that you are boyfriend/girlfriend. You are boyfriend/girlfriend when you decide to become an "official" couple, which generally happens when the both of you agree on wanting to be together for a long time (you see a future together).

He's in France and they are much more freer with multiple dating, so he is good to go.
I wouldn't be too sure about that. I don't think it's a given like it is in the USA or Canada, I think if someone wants to date more than one person at a time, he/she should tell the other persons and let them decide if it's something they are comfortable with. It's not that he can't do it because of some old fashioned religious/moral code, it's that he shouldn't take for granted that everybody would be OK with it.
