If you're sure he loves you, wait it out!
My best friend was just in a very similar situation. They'd been together about five years and it really seemed like he had no interest in getting married or was at least seriously procrastinating. It turns out that he had been saving up money for 18 months but didnt want her to have ANY clue. He let her get mad over and over when she asked him about it because he wanted the element of surprise. And yeah, she was really surprised. LOL. I am not sure about your man because I dont know him, but maybe if you dont talk about it he will relax and surprise you. I wish you the best!!! :)
