Neighbor likes to lean out his second floor window to smoke. I will wave when I see him. But sometimes I am not that observant and I will not wave. If I turn around I will see him stand with his upper body outside the window. With an intense look on his face. At first I took this as he was angry but, I am thinking he is trying to get my attention. What do you think?

I can't see how getting an angry face would be a method for attracting a girl. Are you sure it's because he has 'resting bitch face'?
You have very long arms to be able to make a stretch like that. How do you go from him hanging out his window to smoke to him trying to get your attention?
Dude is probably just too freaking lazy to walk down the stairs to partake in his habit and his face is because the smoke is blowing in his eyes.
The truth of the matter is: If he isn't pursuing you then he could care less about getting your attention.
