Actually, its not the matter of what and when and where they did it. Maybe, if they would have found a cat (which I am shure they have done before) they would have sliced it up. Its the question, where do these kinds of people come from... Some parenting morals are shurely unseen in this case. Then again, even zoo (even worse, the worse of the worst: circus) itself can give the child an impression that animal is something you can own, capture and keep as a thing. I hear there are many pet shops in USA that keep dogs in small glass boxes etc for a window exhibition. Don't you have laws against animal cruelty?
But, how many people were around there? Were you alone? Why didn't you go and find the guard or call the police yourself? The smallest thing you could have done, was taking a picture.
