I really don't see the big deal, though. Kids often start to play with themselves even as a toddler. It's normal that this progresses. It's not at all uncommon for kids to start masturbating at a young age and still grow up to be respectable adults. For many it's just a phase, experimentation. Would you rather they did this with a partner?
