Not too early, might scare them off, not too late that they think you don't give a shit. I usually waited until I felt it the most, and then said it, sometimes I waited to be told.

If you believe that you love them, then tell them. Don't hide it from them. They might not feel the same, but at least let them know how you feel. One way I like to do it is saying "I think I love you...". This way you aren't coming off as "HEY I LOVE YOU" but a bit more easy going about it.

I can relate to your situation. My boyfriend and I started talking online from a dating site...those chats moved to texts the next day and then phone calls. After about 2 weeks of talking we met, and we are in love with eachother. I'm 31 and have had long term relationships, but never felt like I do with him. He's something special. Now we see eachother frequently, we have met eachothers families and plan on moving in together shortly.
With my experience being shared...I wouldn't hold back how you feel. If you really feel like you love someone and want to express it, then go for it. The worst that can happen is they won't feel the same way. Good luck
