Doesn't feel like its advancing at all

Hello guys. So I changed school almost 2 months ago now,and I met a new girl there,who flirted a lot with me and gave me her number,we speak a lot by the phone (she calls me for no reason...zzz so annoying sometimes) and she recently broke up with her boyfriend... I try to ask her out a lot of times,but she keeps refusing every type of advance I try,however,she just keeps on talking and talking,yet not considering me a friend of hers... I have absolutly no idea of what to do now,some people have told me to try and kiss her,others to let it go,and others to wait a bit and ask her out again... I need help guys,I am really getting interested in this girl,and time just seems to lead nowhere!
