She likes you. She's embarrassed by her feelings for you because she's a 13-yr-old, and this is all new and kind of weird.

Ask her out in person. It's scary, but it's more meaningful and more respectful. If you're really shy, get a cute little card (nothing mushy) and ask her out in the card.

Bring her a flower. A single flower. Don't go crazy because it'll just embarrass her, but she'll be sure to tell everyone about how sweet you are.

Last but not least, she won't be your last girlfriend. Just have fun with it.
