he is torturing me

my great bf, usually very thoughtful and romantic etc. has said he had a surprise waiting, something he knew I would be happy about.
Now this was in relation to our anniversary over one month ago. At the time I was very excited and understanding thinking it had to be something that really needed preparation... however now all these days and weeks later he still hasn't done anything.
Actually I feel a bit disappointed, I know he hasn't forgotten about it because I have mentioned a few times "won't you give me a clue".. The feeling I'm left with is that he's not eager to do something. As if this is not so important, it can easily wait.

It's not as if his compliments are lacking, everyday life is as it has always been. But I have cried at one occasion because I was SO excited about this, I had planned a get a way-weekend for us and written a poem. I'm kind of hurt and I feel like holding back even though my feelings towards him wants to do the opposite.

why is he doing this?

Maybe he's tight on money right now?? But a good anniversary gift doesn't cost much.

Update: He proposed to me a few weeks ago - totally unexpectedly!
I guess what tortured me was the "mixed signals" - I really felt I could trust his feelings but something was lacking in his behaviour...! And I guess he just wanted the right moment.

I will update "she is destroying my happiness" because I have a few "findings" there as well.
