Is he shy or just not interested

I asked out a shy guy who I was sure liked me. He said yes and we've been out twice, I asked both times.
I told him I liked him and he said he'd enjoyed my company too and hoped there would be more good times to come.
He hasn't asked me back out but I figured thats because he's shy. I asked him out again and he never replied so I sent a text just asking again in case he never got my message. He replied the next day that he was busy but said he'd like to do something next week.
So I replied back saying that was cool and what did he want to do.
Anyway that was 2 days ago and no reply again. I got a delivery report done and I know he got that text!
Is this just shyness or is he not that interested?
What am I meant to do now?

I'm not too concerned that he does not reply to my texts straight away as he lives in a poor signal area and, according to the delivery reports, when I remember to get them, it can take a few hours for him to get my texts.
