Lost in the woods

As always it starts with a girl.
I met her at my cousins party and we instantly hit it off.
The very first night I met her, we were dancing in the rain and puddles together.
Now is three years later and I have fallen for this girl, harder than I ever have for another woman.
Why then am I here?
She has hurt me before, but we've always worked through it.
Many months ago we broke up, but were back together in short time.
Although we never made it official, we considered ourselves in a relationship.
All my work was starting to pay off
She was ready to make it real, to tell everyone how we were together
Then out of nowhere
She cheated on me.
She called me crying, saying she was sorry and told me what she did.
What do I do now?
It's true I love her, and want desperatly to forgive her for everything and forget.
But If I do, does that mean it'll be ok for her to do it again, If I forgive everything?
Moreover, she says she is afraid to be in a relationship with me because she believes that if we were together she would have hurt me so much worse.
I want this to work out.
Where do I go from here?
