It sounds like she wants her boyfriend to take the bull by the horns so to speak. She wants him to make a decision and do something. She wants him to show her that he cares and do something.
So, to answer your questions: 1) yes. 2) not exactly. The man should feel like he is in danger of losing her if he doesn't step up to the level she requires.
