Sex... or no sex?

I met a guy nearly 5 months ago through work. He works and lives at the other end of the country so have spent most of the time getting to know eachother via phone, internet and meeting up when we can.
We are both pretty serious about being together and really enjoy the little time we do spend together.

We've both been a bit cagey about overstepping the boundaries as obviously we still have to work together if it doesnt work out. Because of this, along with the distance the relationship has developed quite slowly.
Recently he has stayed over at my place when he's been up here for work for a couple of days (he normally checks into a hotel).
On night one there was no sex involved, just lots of cuddling and kissing. On night two there was more cuddling, kissing and some touching going on but no sex.
Hes due back up in about a week and im trying to work out if it is 'expected' this time and if i should make the move or allow him to?
I got the impression he would have liked to last time but a combo of nerves and not knowing what i wanted got the better of him and vice versa for me!!

Any suggestions?

Yeah, I think it's on you too. Not quite sure how it works across the pond, but in the US, if a woman says anything negative to Human Resources about a man in the company that she's slept with(or tried to sleep with her), he's done for.
