Plain and simple, if she wanted to have sex with you, she would have already. She has sex with other guys - she obviously has no problem with self image or making a move. What makes you think she would be any different with you? She flat out told you not to make a move - she doesn't want you to. It's probably just that her personality is flirty (I mean, if she's having sex with multiple men, how could it not be?
