I think most (if not all) women are insecure about breast size, but that's got little to do with the cultural implications and taboo that envelop the "issue" you're addressing here. Maybe if nudity and a desire for youth weren't placed on a pedestal, as they are, then people (not just women) would be more tolerant of nudity.
