Difference in behavior. On phone & in person?

I am a 19 years old girl, considered extremely beautiful. I have this administrator in my college who is around 45 years old. When in the office or professional enviornment, he is alright with me and even usually IGNORES me when someone(other admin or manager etc) is around. Though, in college, when we pass in the hallway, we surely look at each other and would continue staring for 3-4 seconds. Other than this, once he said something very flirty to me when I was near him but otherwise he would ALWAYS ignore me or just look at me & not talk to me and if talks, its ALL professional. But
But, when I talked to him on phone from my home, I had to talk to him to discuss my paper issues. On the fone, his voice is SOOOOOOOOOOOOO romantic & like when I will tell him that I am speaking wit my name, he will YESSS ROSSSEEEE... & things like this. Once on the phone, I told him that how I couldn't come to the university so he asked me why & I told him & he started talking in detail and making jokes and making me laugh on phone rather than solving my problem. Once, I called at the office & couldn't recognise his voice so I asked who is this speaking and he said that, "Ohh, you are not recognising me, You should recognise me." I ignored his sentence and discussed my professional problem and asked him that "Is it possible to solve it?" and he replied, "I can solve everything FOR YOU, but you should atleast recognise me."

Why does he behave in this way on the phone & different in person?

Please stop with that bullshit that u are beautiful. only insecure ugly people have to tell this before telling their story.

Anyway, i think u r there for your diploma. this men can be your dad. he is acting very unprofessional and nasty in my opinion.
But im shore u r the kind of girl that love to giggle about everything so he may have saw a type of weak naive girl in you.
or u r liking him and he see that and play on that.

what ever it is i would not give him any attention. cause he is someone of your school and often things like that
ends in him being fired and u without a diploma.

He probably acts like that on the phone cause he is alone and can control the situation cause u r not there to act a certain way that others may see you 2 interacting unprofessional. and im shore he is married.

He acts this way b/c he is attracted to you. He doesn't want anyone else you both work with to catch on to this so he ignores you at work. That is the right thing to do. He shouldn't flirt with you at work. He is much older than you...is he married? Kids? Watch yourself with him.

What Maple said. Which is basically the same thing that was told to you in the other forum you opened this thread in. There really is no point in double-posting.

She's just going to keep trying until she gets an answer she likes... what do you want to hear, OP? Might as well end this now.

Why does he behave in this way on the phone & different in person?
Because you are considered extremely beautiful.

I'm considered extremely beautiful also, but when i was at college, the only phone calls I got were, "get out of bed you lazy twat, its 11-30". So maybe there is something deeper going on here.
