So, he talked to me, explained all that, and ended up saying he's not in the best place right now to give me what he think I want, need and deserve.

So after he told you that, you text him and told him that you missed him. Since you've just opened yourself up to being his booty call until he leaves, I'll suggest that you don't take his talking to you again as something more then what it is. He's outright told you that he's not in the best place and that he can't give you what you want. If you go ahead and have sex with him after he's been honest with you then please don't blame him when he doesn't commit to you.

If you have sex with him without commitment, then that's on you.
