starting relationship?

Hello, I would like some advice on what I hope to be a starting relationship.
I met The girl (was introduced to me by her friend) and immediately had a crush. After going out with her friends a few times and seeing clear signs that she liked me too, I took her out on a date which I believe went really well. She started catching my hand while we were walking and I got quick kiss when I dropped her home.
The next day I asked to see her again but she turned me down. I got to see her on her working place a few days later and she acted a bit cold there so I thought it's not going good at all.
Small detail, we are both expatriates in a hot touristic place and I was supposed to leave soon. I decided to stay so I told her I would like to see her before I go then told her I'm not really sure I'm going. That day we had a romantic walk on the beach at night, again she catches my hand and we really kiss for the first time.
The next day I see her again and tell her she obviously influenced my decision to stay (my plane was leaving that day). So I got to see her 3 days in a row and it went well, we didn't sleep together but she's again showing clear signs that she likes me.
This is where I think I messed up, I texted her every day and asking to meet her most of the days, she comes up with excuses or simply saying she's tired. She is a busy girl but it's been now 10 days and I can't believe that she really didn't have time to see me.
So basically it's the second time I think my chances with her are almost gone and I don't know how to act with her. I feel like reaching to her texting or calling but something tells me that's not the thing to do. Any thoughts would be nice

small update I met her in a party yesterday (lot of croud and loud music so not much chance to talk) she was surprised to see me there and it seemed not indifferent, she gave me a few smiles but still was distant. I decided to leave early because I didn't want to be there chasing her.
