I'm not sure! He always watches me or stares at me but doesn't say anything and sometimes he smiles/smirks at me when I make eye contact if we walk past each other oh and his pupils dilate big when we talk , and he never has a lot to say when he does talk to me. I do get butterflies when I see him but I think men are a lot harder to read than women, silly but I've noticed he seems to give me more attention or try to talk to me more if I'm wearing a dress or something tight fitted, another thing too is when were alone in a room he won't talk to me just keep looking at me and that's it

So he seems like a socially awkward and shy person, or just simply strange. He finds you attractive, that's why he looks at you but he doesn't know the right way on how to approach you. When you talk, it's more like wants to listen to you thather than speak himself. So when you're alone in a room, why don't you start the conversation? See what happens, cause otherwise you'll never know.
Also, that dress thing seems nonsensical to me, but hey, who knows.
