The "facebook" criteria is actually used by many people in college these days for gaging this very question. I think it's actually legitimate criteria for deeming a relationship official. That being said, it makes it official for a reason, and one that isn't rooted in facebook.
If you break down what listing your relationship on facebook actually does, then you can answer this question. Listing yourself as "In A Relationship With [Insert Name Here]" essentially announces your relationship with that person to the world, most importantly, all of your friends. That, in my sense, would be the definition of being "official" -- if both parties feel good enough about the relationship to inform anyone who's interested in asking that they are in a relationship together, then it's official.
