Not... that correct. There are many ways to estimate your penis's size with your second and third finger. But, it is only "normal" rate. Some are bigger and some are smaller.

Japanese... Yeah, quite small, around 8~13cm I think (normally), but there are tall guys too. I saw some koreans, with 170++ (178 I think), with 20cm long. Maybe 3 for the diameter?
