Stop thinking you are horrible at being social. Thats what will hold you down.
I think the best way to go about the issue is to think of some activities that you are interested in/have knowledge on and go that route. Say you like a certain sport, maybe join an intramural co-ed team. I think if you are there and have reason to talk to someone it would be easier than just say going up to any random stranger out in public. Doesn't need to be a sport either, could be art, church, any sort of class or volunteer for an event or organization of some sort. I'm shy too and have always had better luck approaching people if I have a purpose rather than just anyone.
