Is Pre-Cumming, and Premature Ejaculation considered the same thing?

Precum is the stuff that comes out before cumming or having an orgasm. Some guys seem to have alot of it beforehand, some very little. Its normal and yes can possibly contain sperm. Just because it comes out does not mean the guy is cumming or having an orgasm.

Premature ejaculation is when a guy cums/orgasms too soon. Before actually having sex or within a short time.

It depends if you mean pre cum or pre cumming, pre cum is early release of semen containing some* sperm but that happens to every man, premature ejaculation is early ejaculation usually related to sex this does not happen to every man and may be related to a medical problem
