I've noticed this girl that I really like and one time I heard her talking about me. With me, I usually like girls who make the first move since it eliminates whether or not they have feeling for me. I've never talked to her, but I feel that she has some feeling for me. How can I make her make the first move?

Just to let you know, most women don't like to be the ones to make the first move. It's obvious you won't be able to 'make' any woman make the first move. What you can have control of is yourself and you making the initial move. If you are set against not making the first move then make sure you make definite eye contact and smile warmly and often. This may give her the impetus to walk over to you and start a conversation. Good luck.

And to caddie- when you limit yourself this way by making the girl make the first move, you cut in half the number of prospects you have because at least half of girls won't do this.
