Not trying to force it but, what would work better

When a girl says she is not sure what she wants, would it be better to give her the time to think things over with the illusion that you are just waiting for her to figure it all out or, should I lay down the law and basically say, I do not want to be someone who waits around forever for something that may or not happen and ask her to not contact me anymore so that I can get on with my life?

Don't do either extreme. Tell her you can give her space but your life is busy and your not waiting to long. Then be less available than you currently are. If she can demonstrate what she wants and what she wants is you then great. If not then your free with no hurt feelings or baggage.

I'd walk. "I'm not sure what I want" is a nice way of her saying that she isn't interested. Don't sit around waiting for her. That is a turnoff. It shows her that you are needy.
