Anyway, in reply to the original topic...get a feel for the situation and then just do it. If he looks busy or agitated or is walking/moving quickly, don't bother him. However if he's just doing things in a leisurely manner - say browsing books in a bookstore or something - then he should be okay to talk to.
I would at some point make sure he isn't already taken, and if he isn't, ask him if he'd like to go to lunch or something with you so you can talk more. Exchange numbers and all that stuff. And if he says okay, you've got yourself a date.
Easier said than done, I know. But just do it. The worst that'll happen, provided that he isn't a mentally disturbed stranger, is that he'll blow you off and say no.
Now there's some sensible advice (from a newfound foe of mine). HIA's was antiquated, much like himself; just relics of an idyllic, simpler time, really..
