Ria, it's true.. You don't win if you don't play.
I would suggest you to start with having a conversation with as much people, better guys, as possible. Doesn't matter, he's young, old, interesting or not... you will see that starting a conversation is very easy and become more sure of yourself. When you do stuff like this, you will feel that is no big deal to approach also the one you like. You will start to have fun with that, just you need to overcome the initial fear. If someone doesn't want to talk to you.. who cares? you tried.
I do this a lot.

Most important is to start DOING. I talk with random guys at my uni, just by saying something light or even random. Doesn't matter. Conversation will flow on it's own. But to get to this point where you are sure enough, you have to start where you are as you are. shy.

I would like it! As long as it wasn't too obvious. Just make eye contact for long enough to make him think about it. This is a good sign to guy's, and it could give him the courage to approach you.
