Does this mean set up a meet through one message to get to know each other through that in lieu of constantly messaging and then deciding to meet? Or does this imply starting a basic conversation but asking for a meet sooner? What is she saying?!?!?!

Seems like a contradiction in terms. I think it translates to: let's stop messaging and meet up.
reply: "would love you meet you for (insert option of your choice). I can do X, Y and Z time. When is a good time for you?"Never regret anything that has happened in your life. It cannot be changed, forgotten or undone. So, take it as a lesson learned and move on.
