I am following through but when the manage attachment window pops up nothing shows so I can't upload the image.
What is an easier way, step by step for me to do this?

Up the top-click on forum actions. Then click on edit profile.
On the left click on edit avatar
Then use option 2: Upload photo and press save
Done

I had a weird kick off the site just now.... had to reboot.
Oh gawd! It works to upload, box and all comes up great but it wouldn't allow me to drag my uploaded image from the add file box (step 1) to drag attachment here (step 2) and had some error symbol by my image. The image was with in the size allotment thou. My image was a.jpg.. size was 63.0 KB. Sorry for the headaches. I'll keep trying.
