I think shes confusing cocky with confidence. Cocky people pretend to be confident but underneath there actually extremely insecure and enjoy hurting other people to hide their own self hatred. Confident people are usually nice, usually know what they want and don't settle for second best..

I would say that "running a good game" means seduction for the sake of seduction. While "confidence" is an inherent knowledge of, and comfort with, one's self-worth and place in the world. You see, two vastly different and unrelated concepts.
