I need some advice on how to ask a girl out

Hey guys, so there is this girl who is a junior of mine. I started noticing her since beginning of this semester when she started to stay back in library. She is cute and I'm interested to ask her out and get to know her more. But, we never even talked before and have no opportunity to start a topic since we are both from different class. Somehow, I don't even know if she ever notice me before. Also, in my country, people dont just ask anyone out randomly so i need some advice on how to start talking to her and eventually ask her out. Friendly with any of her friends? Have a party and invite her or get a friend to have a party and invite her. Talk and get to know her more there and ask her in a party setting not at a school setting. Hope this helps.
