Next door neighbor who I like was giving me signals that he wanted me to approach him. I was fine flirting with him at a distance but, I froze and could not go over to him. I did that two times. I feel bad. Should I apologize or leave it go?

Suggest you not apologize, just go over and talk to him if you're interested. Make up some topic material about the neighborhood if you need an excuse. Good luck.
