Career & Personal Life Needs Serious Makeover

I have been a state employee since 2008 & when I first started I loved what I did & all was great. Within the past year or so I was transferred to different dept simply because I spoke up for myself. Now I am in a position where I simply despise my job every single day. Now I love the perks & benefits of the job & being able to spend more time with my child, however, every day I go to work dreading it. Now when I come home to my apartment is where I could get some rest from the crazy day at work but that is not the case. I come to noisy neighbors all around me because I live in an apartment building. I can't afford to move so I can't make waves with the neighbors all I can do is just suck it up. The thing is this series of events from left right is really starting to bother me & I don't know what to do. I know I need a career change so I can change my environment but I really can't afford to what should I do?
