To clarify. Where the majority of the supposed song is comprised of talking or shouting, versus a real attempt at singing or allowing instruments/musical renderings to carry the supposed song, I consider it simply "rap" and not music.
In situations where the percentages are reversed, and hip hop tends to be more this way, the supposed song has clearly been the main thrust, and the lyrics spoken or not, take a backseat... I consider this music. Maybe not music I'd enjoy, but music nevertheless.
