Sadly, I know what you mean. But, we all live in a world where men are the ones expected to compromise on this issue. Don't expect her to say, "you know what, I know you have needs, so I guess I could do something". You can expect yourself though to keep on waiting. It sucks, we all know this and it's not news to anyone. I wish I knew why girls want to put off sex till later on if they are supposedly the ones who mature faster out of the two sexes.

Personally, I never thought breasts were a big deal. You're not just talking about seeing them or caressing them a little though, you're talking about is licking/kissing, which sounds like it could be a pretty intense foreplay activity. Maybe she's worried that one thing will lead to another.. ?
