Anywho when he did try to penetrate me he was only semi hard so I stopped him. He kind of hesitated at which point I hit him, he looked pretty enraged so I shouted to the girls next door that he was kicking off, and he got shown the door.

There's an easy explanation for this story. As far as I can see the guy is a jerk and the chick sounds like a psycho, so there's really no way to answer this post. How about:
Don't sleep with weird guys that get pissed off about not keeping their hard on, and maybe stop hitting them for it.
