Long story short, we met in my town, I told her she looked great, it was love at first sight, she had to go back to France, I did a missed connection to her, she responded with an ad that replied I had been on her mind, that love was still possible. Then the ad went down, I tried to reply but I haven't contacted her, it's haunting me as I have not had this instinct about someone before. What can I do?

There is no such thing as love at first sight. What happen is it is sexual desire at first sight or romance desire at first sight. Love is a feeling of overwhelmed attachment to something due to habitual encounter.
